Turning Around Failing Schools-A Republican Success Story

In 2023, the Texas Education Agency took bold action to rescue Houston Independent School District (HISD), the eighth largest in the nation from years of academic failure and board dysfunction. With 121 schools rated D or F and chronic issues at Wheatley High School, the state stepped in, replacing the elected board with a state-appointed team and naming reformer Mike Miles as superintendent.

Two years later, the results speak for themselves: - All F-rated schools eliminated - STAAR scores up across the district - Projected B rating for 2024–25 - Teacher salaries tied to performance, reaching $100K+ - Principals replaced, curriculum overhauled, and timed lessons introduced these reforms rooted in Republican principles of accountability, merit-based pay, and student-first policies are delivering real results. Mississippi, another Republican led state, now leads the nation in adjusted 4th and 8th grade scores, thanks to similar reforms.

This is the kind of leadership we need in California.

Despite spending over $128 billion annually on K–12 education, California continues to fail its students only about 1 in 10 Black and Hispanic students are proficient in math, and over 50 schools across the state remain chronically underperforming. As California’s public schools face declining enrollment, dismal proficiency rates, and growing parental frustration, my campaign is committed to restoring excellence, accountability, and choice because every child deserves a school that puts their future first.

We must be willing to challenge the status quo, prioritize student outcomes, and ensure every child has access to a quality education no matter their zip code. Let’s stop settling for broken promises and failing systems.

Vote for me for State Assembly District 28 and let’s bring bold, proven leadership to California’s classrooms.

Our kids can’t wait!!

Carol Pefley for California State Assembly District 28

I’m running for State Assembly to help restore balance and bring common sense back to California’s government. I believe in a future where families can thrive, small businesses can succeed, and opportunity is within reach for all. This is still a great state—and with the right leadership, we can make it more affordable, more accountable, and more hopeful for generations to come.
